Unpaid Meal Policy

To address concerns about unpaid meal charges, Shepherd of the Hills Catholic School will implement the following measures:

Confidentiality of Charges: All information regarding hot lunch or meal account balances, whether positive or negative, will be communicated solely through email from the school office to parents or guardians. This is to alleviate student distress or any identification among students.

  • Parents can access their students’ lunch account balance information at any time using the PowerSchool Learning Management System (desktop or app).
  • Parents will receive an email notification from the school when their student’s meal balance reaches zero or falls below that amount.
  • Only school staff members who need information about negative balances will receive notifications.

Serving Regular Meals: While not required by the USDA, students with unpaid meal charges will continue to receive the regular reimbursable meal.

No Denial for Free Meal Students: Students eligible for free meals will not be denied a meal, even if they have accrued a negative balance due to other purchases, such as extra milk or additional entrées.

  • If a student brings money to purchase a meal or extra milk, Shepherd will not use those funds to settle unpaid meal charges.

Payment Plan Assistance: Shepherd of the Hills is committed to collaborating with parents and guardians to establish a payment plan for settling meal debts.

  • Any unpaid debt will carry over from year to year.
  • Efforts to collect outstanding debt will persist.

Bad Debt (USDA/DPI Regulation)

When local officials determine further collection efforts for delinquent debt are not possible or too costly, the debt must be reclassified as “bad debt.”

  • When this uncollectable debt becomes bad debt, it is written off as an operating loss. Food service funds may not be used to cover costs related to bad debt.
  • These losses must be restored using non-federal funds such as the school district’s general fund. A transfer must be made into the Nonprofit School Food Service Account to cover the loss.
  • Once delinquent meal charges are converted to bad debt, records relating to those charges must be maintained in accordance with the record retention requirements.

Wellness Policy

Shepherd of the Hills Wellness Policy is undergoing an update! We are looking for public involvement to participate in the development of the new policy. If you are one of the following and would like to join the committee, please contact the school office at 920-477-3551.
